Policy Statement
No down zoning. Any new land-use measures should be voluntary alternatives
to existing land use regulations. The County must obtain and rely
upon accurate information; it must clearly define and understand
the problems it is trying to solve before it acts; and it must determine
the impact of its proposed solutions on the property owners who
will be affected. The process used to change existing County land-use
regulations should be open, fair and democratic; those who may be
affected should be notified of any proposed changes.
Specific Policy Recommendations
Land use Planning
- FOR coordinated, workable, understandable plans and ordinances.
- FOR encouraging land-use planning which is based on economic
reality and which is at the same time environmentally sensitive,
aesthetically appropriate, and legally supportable.
- FOR sensible balance of programs, density and open space between
Eastern and Western Loudoun.
- AGAINST piecemeal land-use changes- we want to
see the whole plan.
Down zoning and Anti-growth Policies
- AGAINST down zoning.
- AGAINST unworkable Policies and regulations to
be used if there is a down zoning.
- FOR government adopting legally binding policies for landowners
who do not want to develop now, but who are afraid that if they
delay they will have lost all opportunity to do so. County government
should not scare people into unnecessary development before its
time. There is no current method to "vest" development
rights without actually developing. This problem should be corrected.
Historic and Scenic Easement/Open Space
- FOR preservation of open space, farmland, historic sites and
scenic vistas through reasonable and creative planning and design
techniques, which can be applied on individual properties.
- AGAINST reaching these goals through the burdening
of one segment (e.g. down zoning and imposing historic overlays
without compensation.)
- FOR reasonable, sensible, historic preservation and scenic highway
protection, coupled with equal protection for those burdened by
such measure. Although the government may have the power to impose
historic overlays without compensation and consent from those
affected- it is simply not fair; and Lououn County should not
be unfair.
- FOR fair balance of open space needs between Eastern Loudoun
and Western Loudoun.
Infrastructure
- FOR the planning and building of adequate infrastructure for
roads, water and sewer.
- AGAINST using lack of infrastructure as an excuse
to stop growth.
Tax base, Growth Costs & Affordable Housing
- FOR an economically fair and balanced tax base.
- FOR sensible economic development programs to assure a balanced
tax base.
- FOR making new development pay its fair share of the costs of
growth, but
- AGAINST making the high price of housing an entrance
fee or hidden tax to pay for costs we all should share.
- FOR sensible programs to foster affordable housing.
Open and Objective Government
- FOR an open and democratic process- an informed citizenry.
- FOR getting the facts straight. For obtaining all sides of an
issue, including the economic impact, in an open and democratic
process.
- FOR retaining outside economic consultants and using objective
evidence to determine the economic impact of new proposals.
